Australia’s housing challenge is increasingly becoming a question not only of how many homes are built, but how they are built. A new report in July 2026 of ‘Manufacturing Homes: A National Strategy for Solving Australia’s Housing Crisis’, argues that prefabrication and Modern Methods of Construction (MMC) could provide a pathway to lift construction productivity, expand domestic manufacturing and increase the use of Australian building products.
For the timber industry, the significance extends beyond the potential growth of manufactured housing. The transition towards more industrialised construction could create new markets for timber across a range of dwellings by building typology, from detached dwellings, townhouses, and through to low- and mid-rise units (3-6 storeys).
The report estimates that MMC currently accounts for only around 5–8 per cent of Australian building construction, considerably below adoption rates in countries such as Sweden and Singapore. The analysis highlights the significant productivity advantages of prefabrication. Labour productivity in Australian prefabricated wooden building manufacturing is estimated to be around 21.5 per cent higher than in traditional building construction. Factory-based construction can also reduce construction time and exposure to weather and site constraints.
This creates an important opportunity for timber because many of the building systems suited to off-site manufacturing are compatible with wood products. Timber frames, wall and floor panels, roof cassettes, prefabricated components and engineered wood products such as glulam and cross-laminated timber (CLT) can be integrated into increasingly standardised manufacturing systems.
The opportunity becomes particularly interesting as Australia’s housing market shifts towards greater density. Low-rise apartments of one to two storeys and three-storey developments could provide opportunities to expand the existing timber-framed housing market, creating additional demand for structural timber frames, prefabricated wall and floor systems, roof structures and engineered wood products.
The multi-unit of 3-6 storeys market represents a potentially larger step-change. This is significant because a larger pipeline of standardised mid-rise buildings could provide the scale and repetition required to make prefabricated timber systems more commercially competitive.
The new FWPA dwelling forecast extension, which provides a more detailed breakdown by building typology, indicates that the long-term outlook remains positive, with demand expected to continue growing across the major housing segments. As shown in the figure below, the forecast points to a sustained upward trend over the longer term, providing a potential expansion of the residential construction market and the associated demand for building materials, including timber products.

For timber manufacturers, the key question is therefore not simply how much additional timber will be required, but how much value can be captured through higher-value products and manufactured building systems. Moving from sawn timber towards engineered components, prefabricated frames, panels, floor systems and mass-timber solutions could increase the value of each cubic metre of timber incorporated into construction.
The opportunity also comes with competition. Steel, concrete, imported building components and alternative prefabricated systems will compete for this expanding market. The report notes that without sufficient domestic manufacturing capacity, growth in prefabrication could simply increase reliance on imported products.
The strategic opportunity for the timber industry is therefore to position itself early in the industrialisation of housing. If Australia can combine its plantation resource, domestic timber manufacturing capability and emerging engineered wood sector with scalable prefabrication, the next phase of housing construction could create a larger and more diverse market for Australian timber.
